Overview:

Occasionally Windows Update will cause the PostgreSQL connection to fail. 

Note:  This is very rare.

If Windows recently did an update, it may be required to roll back the to get PostgreSQL working again.  99% of the time PostgreSQL problems are related to software security. Double check that that before attempting to roll back a Windows Update.
